DUTIES AND RESPONSIBILITIES OF POLICE TRAFFIC WARDENS

  • Police Traffic Wardens play an important role in maintaining liaison between the Police and the general public. Regulation of Traffic at important points is the main function of the police traffic wardens. The duty schedule should be drawn by the CTW of the different units in consultation with the traffic units on a monthly basis. Such duty schedules should be issued to the Police Traffic Wardens well in advance to enable them to perform the Road duties effectively. Normally 6 hrs. in a week between 5:30 to 7:30 p.m. (divided into three days) and a monthly parade for an hour between 6:15 to 7:15 a.m. should be specified for the Police Traffic Wardens. The above duty hours are an indicative example, keeping in view of the fact that the services of the Police Traffic Wardens are honorary and voluntary. When requisitioned by the Traffic unit special duties may be drawn up by the CTW.
  • The regulation of traffic and the duties performed by the Police Traffic Wardens shall have the main thrust and Education aspect with Police and courteous behaviour towards the general members of the public.
  • Any Police Traffic Warden committing breach of the rules laid down shall be liable to be removed from the rolls of the organization.
  • The services of the Police Traffic Warden shall be terminated if he is found taking no interest in the activities of the organization.
  • Misbehaviour with the general members of the public, in-subordination committing cognisable offence under I.P.S., Chronic absence from the duties mis use of the Office of Police Traffic Warden I.D. cards shall be treated as immediate grounds for termination. The CTW shall recommend removal of such Police Traffic Warden to the concerned COP/SP.
  • No reasons need by given while terminating the services of such Police Traffic Wardens.
  • Before relieving, the I.D. card issued to him should be forefeited.
  • Such terminated wardens should under no circumstances be re-appointed.

It shall be a breach of discipline for the force to commit any of the following acts, namely,

  • to violate any provision of the act, rules or regulations for the time being in force.
  • to abuse his official position in any way.
  • to indulge in any political activities.
  • To interview any person connected with press.
  • to refuse to carry out any order, given to him in his official capacity by his superiors.
  • to do or omit to do any act or omission is likely to bring the force in dispute.
  • To wear his uniform is an incorrect manner.

Any such breach of discipline in the Organisation will be punished with 'removal' from the Organisation. Additionally

  • Wardens shall perform such duties they may be assigned to them from time to time by the Tamil Nadu Police Traffic Warden's Organisation unit under whom they will function.
  • In the performance of their duties, they will be subordinate to Chief Traffic Warden and Deputy Chief Traffic Warden.
  • An Assistant Warden shall be subordinate to a Warden and a (Police Traffic Warden should be substituted wherein Warden is printed) Warden shall be subordinate to a Warden Officer.
  • When in uniform, wardens shall always be dressed in the manner prescribed and shall be clean and tidy in their appearance and dress.
  • They shall not indulge in any fund-raising activities in the name of the R.S.P. Organisation without permission from the Tamil Nadu Police Traffic Warden Organisation unit.
  • No warden shall, without the approval of the Tamil Nadu Traffic Warden Organisation deploy any member or members of the R.S.P. for any duties not connected with the organisation, nor shall any warden directly approach or enter into an agreement with any institution for this purpose. This does not include school functions organised by schools themselves for which the service of the R.S.P. cadets may be utilised.
  • No cadets shall be taken for R.S.P. duties outside Madurai City limits unless permitted in writing by the Tamil Nadu Police Traffic Warden Organisation unit.
  • No warden shall act in a manner prejudicial likely to bring discredit to the Organisation.
  • No warden shall be party to the Purchase / Sale of uniforms. A Warden may purchase uniforms if he/she is a member of the staff of the school concerned.
  • Every warden will maintain discipline among the cadets entrusted to his/her charge and will ensure that the cadets do not indulge in any form of misbehaviour.
  • When dealing with cadets, wardens will conduct themselves in a moral and disciplined manner.
  • No warden shall communicate to the press any matter connected with the organisation or divulge or write to the press criticising any action taken by his superiors or any other member of the organisation.
  • Wardens will be punctual in their attendance on duty and shall always be attentive when on duty.

No warden shall --------

  • be insubordinate or dis-respectful by word or act to any of his/her superiors in rank;
  • be appressive or tyrannical to his/her inferiors in rank.
  • Quarrel with or use abusive or insulting language to any member of the organisation or the Police Force.
  • intentionally disobey or neglect the lawful orders of his/her superiors.
  • smoke in uniform when in duty in public.
  • be drunk when in uniform or on duty.
  • Intentionally omit to submit any report.
  • divulge directly or indirectly any matter which is his/her duty to keep secret.
  • withhold any complaint or report against any cadet or warden.
  • No warden shall wilfully withhold any complaint or report on any member of the R.S.P. Organisation with intention to shield him or her.
  • When redressing grievances or reports, wardens will do so through the DCTW to CTW.
  • No warden shall correspond directly with the Government or an Government officials in any matter pertaining to the organisation.
  • No warden shall approach any member of the Legislature to have his/her grievances made the subject to interpellations in the council.

DISCIPLINE AND PUNISHMENT

It shall be a breach of discipline for any member of the organization:

  • To violate any provision of rules and regulations of the organization
  • To abuse his official position
  • To indulge in party politics
  • To interview an officer superior in rank to his immediate superior officer without obtaining the permission of such immediate superior officer
  • To interview person connected with the press or to supply any information to any such person, without orders from his immediate superior officer
  • To refuse to carry out any order given to him in his official capacity by and competent authority
  • To do anything or to avoid doing anything which is likely to bring the organization into disrepute
  • To wear his badges of rank in any incorrect manner
